Who is LAFCO and to whom do they report?
The Local Agency Formation Commission (LAFCO) is a County-level body created by the State to promote the orderly formation of local districts. It administers the substantial body of State law governing incorporation of towns, cities and other districts. Commissions exist in all 57 of California's counties. Monterey County's LAFCO consists of 7 commissioners. They include two Supervisors, two Mayors, two special district representatives, and a public member. It has an executive director and Staff in Salinas. As an independent agency, LAFCO does not report directly to any State or County agency.
