What Are the Proposed Boundaries for the Incorporation of Carmel Valley?
The Comprehensive Fiscal Analysis (link to report on home page) uses the area covered by the Carmel Valley Master Plan, which was adopted by the Monterey County Board of Supervisors on December 16, 1986. The Master Plan area includes the land east of Highway One, north from the Carmel River to Carmel Valley Road, then east to and then north on both sides of Carmel Knolls Drive. Also included are the Rio Vista/Outlook Drive/Canada Drive Pine Hills neighborhoods. From the western boundary described above, the Plan area goes east to and including Los Tulares. The north boundary is near the ridge line excepting Hidden Hills. The south border follows the Carmel River cast from Highway One about one mile then south .8 miles toward the ridge line then east to and including the Robles Del Rio area.

Will Mailing Addresses Change After Incorporation (such as Carmel 93923)?
Many have expressed concern that their home and business mailing addresses would change if Carmel Valley were incorporated. The Post Master of Carmel Valley, 93924, reported that incorporation would not change any post office designations, names or zip codes. Individuals with "Carmel, 93923" and "Carmel Valley, 93924" addresses would continue to retain those addresses.

Why was the Carmel Valley Master Plan Area Selected?
The Master Plan area was chosen because of its natural geographic and socio/economic boundaries. Many years of community debate and participation went into the determination of the Master Plan. The area has a good mix of business and residential uses, with the community's members sharing the same roads, shops, services, schools, police protection, fire protection and traffic enforcement. The use of the existing Master Plan area facilitated the CFA data collection that proved so difficult in previous incorporation attempts.
