Why
Incorporate as the
Town of Carmel
Valley?
From our investigation we have concluded that
the primary benefits for incorporation as the Town of Carmel Valley
are:
• Increase local control and
accountability for decisions affecting the community through
a locally elected Town Council. All of the Council members will
be directly and only accountable to the residents of Carmel Valley.
• Retain local tax revenues
for use in the Carmel Valley community to support municipal programs
and services. The Initial Fiscal Analysis (IFA), an independent
study, concluded that the Town would be fiscally viable. The petition
and the application ask that an incorporation not be approved if
any new taxes are required.
• Promote cost-effective services
tailored to the needs of local residents and landowners.
Local decisions factor in how to best utilize our revenues and how
to prioritize based on the residents' needs.
• Increase opportunities to
participate in local civic and governmental activities. Having
public meetings close to home increases the ease and accessibility
for public participation. More people will be able to attend important
meetings since travel time can be reduced. Also, if an agenda item
is running behind, it may be possible to better utilize your time.
It might even be possible for someone to let you know about the
status of the meeting so that you can attend at just the right time.
Some programs may even utilize volunteer activities that are much
easier to do within the area.
• Establish a legally recognized
and equal voice in county and regional matters for Carmel Valley.
The Town of Carmel Valley would hold or share seats on many county-wide
boards. Currently, only individuals and organizations from Carmel
Valley can petition these boards on issues of concern. After incorporation,
Carmel Valley representatives will sit on the boards and help to
make those decisions that affect us all. Without incorporation,
Carmel Valley will continue to lose the small voice it has in the
County. Demographics will not help Carmel Valley in the future.
Currently, with its 12,000 people, Carmel Valley constitutes only
1/7th of one supervisor's seat, or 1/35th of the Board of Supervisors.
Other areas continue to grow, whereas with each new census Carmel
Valley's voice will only diminish.
